An official 2004 publication names Karen Mergner as a co-author of an introduction to Bayern-CERT. The article documents an early public-sector CERT context covering incident response, preventive security testing, advisory work and technical guidance for connected government infrastructure.

This historical reference reflects a perspective that connects technical controls with clear responsibility, documented procedures and coordinated response. It does not imply a current role at Bayern-CERT or an institutional relationship with VENTEX.

Cybercrime response under real time pressure

A 2022 Augsburger Allgemeine report documented that Mergner then led the Augsburg criminal police Quick Reaction Team. The team provided round-the-clock support to companies and critical-infrastructure operators after cyberattacks, including damage containment, digital evidence collection and operational recovery.

This statement remains deliberately tied to its date. It is not a claim about a present public-agency function, current responsibilities or non-public operational capabilities.

Forensics, containment and controlled recovery

The report also describes a ransomware response after an attack attributed to the Conti group: systems and telephony were unavailable, digital evidence had to be preserved and operations restored step by step. The challenge was technical, organisational and communicative at the same time.

For secure infrastructure, the practical requirement is clear: protection does not end with prevention. Organisations need dependable paths for situational awareness, evidence preservation, decisions, recovery and cooperation with internal and external parties.

Communication when normal systems are unavailable

During the documented response, pen, paper and smartphones were used at times because central IT and communications systems were unavailable. Communication therefore becomes part of resilience architecture rather than a convenience feature.

This operational perspective is relevant to the VENTEX mission: secure communication should be understandable, device-aware, revocable and capable of fitting into recovery processes. It expressly does not imply that Karen Mergner has technically assessed VENTEX Connect.

Her public LinkedIn profile lists Karen Mergner IT-Consulting and names cybersecurity, IT consulting and information security among her services. It also records studies at Augsburg University of Applied Sciences from 1998 to 2003.
